I think that puppy is being blamed for a crime he did not commit. I think someone else tore up all that tissue (perhaps Mr. H, after cutting himself shaving, shredded up some tissue to dab onto his face?).
The pup is innocent. Everyone knows it. Just look into his angelic eyes…

Oh my goodness, I had to laugh at that picture! We have a puppy who is OBSESSED with toilet paper. Takes an end and RUNS until he gets caught! It’s truly like having a toddler in the house. Such a riot!
